Representative John Garamendi, a Democrat from California's 8th District and the top Democrat on the House Armed Services Subcommittee on Readiness, addressed senior military leaders and industry experts during the San Francisco Fleet Week Senior Leaders Seminar. The event took place aboard the USS Tripoli.
Garamendi's speech, titled "Reimagining the American Maritime Industry," focused on workforce development, shipbuilding modernization, infrastructure investment, and highlighted the Bay Area's significant role in strengthening U.S. maritime capabilities. He commended Secretary of the Navy Carlos Del Toro for his comprehensive approach to enhancing these capabilities. Garamendi also presented his "Congressional Guidance for a National Maritime Strategy," which he co-leads with Senators Mark Kelly and Marco Rubio, as well as Representative Waltz.
"Reinvigorating the American maritime sector is not just a military imperative but an economic one. We must prioritize strategic investments that will drive innovation and keep our industry competitive on the global stage. The future of American shipbuilding and repair lies not only in technology but in the people who bring that technology to life," stated Garamendi.
He pointed out Mare Island as an example of how revitalizing legacy sites with modern infrastructure can position the San Francisco Bay Area as a key player in revitalizing U.S. maritime strength. Emphasizing workforce preparation, Garamendi underscored federal investments aimed at creating high-paying jobs and bolstering national defense.
Throughout his career, Garamendi has supported legislation to boost U.S. shipbuilding and repair capacity nationwide. This includes efforts such as:
- The 2023 Federal Ship Financing Improvement Act: Aims to provide loans for repairs of U.S.-flagged civilian vessels.
- Maritime Administration (MARAD) Funding Initiatives: Advocated increased funding for programs supporting shipbuilding.
- Sustained Funding for the National Defense Reserve Fleet: Secured funds to support commercial vessels transporting military personnel.
- Support for the Jones Act: Worked to ensure domestic commerce is conducted by U.S.-flagged vessels.
- Environmental Standards for Maritime Industry: Secured provisions minimizing untreated water runoff.
Additionally, Garamendi has encouraged public-private partnerships for financing port projects and authorized $58 million for state maritime academies like Cal Maritime.
