Governor Newsom signs multiple bills into law while vetoing others

SACRAMENTO – Governor Gavin Newsom announced today that he has signed several bills into law. The new legislation covers a wide range of topics, including state hospitals, community college teleconferences, terminology for persons with disabilities, and income tax contributions.

The signed bills include:

- AB 310 by Assemblymember Dr. Joaquin Arambula (D-Fresno) concerning civil service psychiatrists at the State Department of State Hospitals.

- AB 1855 by Assemblymember Dr. Joaquin Arambula (D-Fresno) addressing open meetings via teleconferences for community college student body associations and student-run organizations.

- AB 1906 by Assemblymember Mike Gipson (D-Carson) focusing on the California Law Revision Commission's terminology for persons with disabilities.

- AB 1983 by Assemblymember Brian Maienschein (D-San Diego) regarding voluntary income tax contributions to the Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund.

- AB 2371 by Assemblymember Juan Carrillo (D-Palmdale) on electrified security fences.

- Additional measures covering health benefit exchanges, foster care independent living, policy fellows' services status, investment of surplus funds, contractor exemptions, pupil safety notifications about synthetic drugs, labor commissioner roles, closed sessions under the Ralph M. Brown Act, personal vehicle sharing insurance policies, transitional housing placement providers, licensing programs for physicians and dentists from Mexico, high-speed rail authority contracting processes, district discretionary funds in Orange County, remote court reporting in courts, county board of supervisors' disclosure requirements, deferred deposit transaction assessments, state acquisitions involving rehabilitation services goods and services procurement practices.

Governor Newsom also vetoed several bills:

- AB 1470 by Assemblymember Sharon Quirk-Silva (D-Fullerton), which dealt with Medi-Cal behavioral health services documentation standards.

- AB 2335 by Assemblymember Tina McKinnor (D-Inglewood), concerning public employment compensation and classification.

- AB 2428 by Assemblymember Lisa Calderon (D-Whittier), related to Medi-Cal Community-Based Adult Services.

- AB 2564 by Assemblymember Tasha Boerner (D-Encinitas), regarding property tax postponement for senior citizens and disabled citizens.

- AB 2704 by Assemblymember Rick Chavez Zbur (D-Los Angeles), addressing criminal background checks for in-home supportive services.

- AB 2787 by Assemblymember Joe Patterson (R-Rocklin), focusing on energy building standards and photovoltaic requirements.
